Navy Under Secretary Thomas Modly told reporters that unmanned systems will be a "huge priority" as the service expands, using the defense budget increases signed into law in recent weeks, along with the goal of a 355 ship force. Modly, just back from visiting Guam, Micronesia and other Pacific islands, said all asked for more port visits and help with their limited navies and coast guards. The ongoing expansion of China's blue water force was another topic of discussion and concern during the trip.

“We are definitely on a path to building a bigger fleet” Seapower Magazine quoted Modly saying to the Defense Writers Group, and it will include “a bigger integration of unmanned.”

"The Navy and Marine Corps already are fielding a large number of unmanned air and ground vehicles and surface and subsurface vessels, and are developing larger and more capable systems. The Navy recently awarded a contract to Boeing to produce the MQ-25 Stingray, a carrier-based unmanned aerial refueling jet, and the Marines want a large Group 5 unmanned aerial vehicle that can operate from amphibious ships.

Modly said a new Navy force structure plan should go to Chief of Naval Operations Adm. John Richardson and Navy Secretary Richard Spencer next month and probably would be released early next year."

Following the Defense Writers Group conversation September 20, 2018, Rebecca Kheel of The Hill wrote:

"The Pentagon has offered to meet with the North Koreans in the last week of October in a third-party country to negotiate joint excavation operations to recover more Korean War remains, the head of the agency in charge of the mission said Thursday.

The agency would hope to start the operations in spring 2019, Defense POW/MIA Accounting Agency (DPAA) director Kelly McKeague added.

“We fully expect to be able to reach a suitable arrangement that is compatible with both nations and our objectives,” he told the Defense Writer’s Group.

Recovering Korean War remains was one the commitments President Trump and North Korean leader Kim Jong Un agreed to at their Singapore summit in June.

About 7,000 U.S. service members from the Korean War remain unaccounted for, with DPAA estimating that about 5,300 were lost in North Korea.

In July, North Korea turned over 55 cases of remains believed to be of U.S. troops.

DPAA has identified two people in that set of remains so far. The Army notified one family Tuesday and the other family Wednesday, McKeague said Thursday.

McKeague would not reveal the identity of the soldiers Thursday morning, saying the White House has requested to do that. He said he expects the announcement to come either later Thursday at Vice President Pence’s event at the Korean War Veterans Memorial Foundation or Friday as part of Trump’s POW/MIA Recognition Day proclamation."

Under Secretary of State Andrea Thompson's brief extends from arms control to foreign military sales: from how to manage the arms race in space and cyber,  to arranging for the cleaning up of unexploded ordinance in places like Vietnam. Just back from a trip where she spoke with officials in Australia, Indonesia and Vietnam she told a Defense Writers Group gathering that while Russia and others are offering their weapons systems to the marketplace often at lower prices, "every country I visited asked for more American" equipment and support.
Thompson is a former Army Colonel with a career as an intelligence officer, who served Vice President Pence as his national security advisor before her appointment as Under Secretary.
Thompson and other Administration officials are spending a lot of time on the potential for future conflict in space. The French government recently protested a Russian satellite that moved in closer to a French military communications satellite, leading to concern it Moscow may be developing satellite killers that could be used in time of conflict to knock out the communications of rival states.
Thompson was asked what a space or cyber arms control treaty might look like?
"It may not be a treaty" she said, it may instead be a set of accepted rules and norms that nations wanting to be considered civilized nations sign on to.
As Space News reported it:
“Space is something we talk about very often,” Undersecretary for Arms Control and International Security Andrea Thompson told reporters at a breakfast meeting on Friday.

Thompson, a former U.S. Army intelligence officer, noted that she is not a space expert and would not comment specifically on the militarization of space or the use of space weapons.

But she did stress the need for greater international dialogue on what the rules of behavior should be in space. “We need to have discussions. What is a responsible nation state behavior in space?” Thompson said. At the State Department, “Those discussions are just starting.”

The United States will be participating next week in the United Nations’ first ever conference on space law and policy, to be held in Moscow.

“I look forward to hearing the results from the UN” dialogue, said Thompson.

The UN said the conference will focus on the “legal and policy aspects and implications, both current and anticipated, of activities in outer space.” A central issue is that the resources of outer space are being used by an increasing number of states and non-governmental entities. As more actors engage in space activities, there are concerns that a competition for those resources could lead to international conflicts."

Three students taking classes at George Washington University's School of Media and Public Affairs observed the session and had a chance to meet the Under Secretary. She urged Emily Milakovic, who is majoring in  Journalism and Mass Communication and freshmen  Zachary Nosanchuk and Emily Harms  to consider applying for State Department internships.

Army Secretary Dr Mark Esper’s session August 29th prompted more than a dozen articles on a wide variety of topics, as the Secretary showed his detailed grasp of the policy issues facing the massive service he leads.

Esper took on sometimes difficult questions on how the Army is going to increase recruitment, in a time of low unemployment and high demand for labor from private employers, problems with obesity among young people 18-25, and polls showing fewer Americans have an inclination to serve their country.  Far from lowering standards in light of these challenges, Esper said the Army is raising them, with a new tougher fitness standard. That said, he looks constantly at evolving standards on matters such as body mutilation or previous drug use. He appeared ready to be flexible in some areas. Some reports say Army-approved waivers are being offered more frequently now for such matters.

Esper worries that increasingly the U.S. Army comes from “just one percent of the country” and is turning into a “family business”, which is not healthy for the country.

He spoke about the lessons being learned from the way the Russians are using non-conventional warfare tactics in Ukraine, including drones and indirect fire, and the ways in which the training programs for Afghan troops need to be tailored to their needs.   The Secretary is hopeful about the new Army Futures Command, but wants to leave it to the commander, General Murray, to shape his force as he sees fit.

Although he describes himself as a 'strong supporter' of President Trump,  Senator David Perdue (R-Ga) joined Democrats and more than a few other Republicans expressing concern about the decision to inform the North Korean leader that what Mr Trump called U.S.-South Korean military "war games" will be suspended.

Perdue, a member of the Senate Armed Services Committee, spoke to reporters the day after the summit in Singapore at a breakfast meeting of the Defense Writers Group.

“I was surprised, frankly, because the president had said earlier that that was not necessarily going to be part of the first meeting," he said.

“The coordination with the South Korean military is absolutely critical."

That said, Perdue praised the President's initiative in holding the summit with Kim Jong Un, saying is he "very hopeful" an agreement to 'denuclearize' the Korean peninsula can be reached, though "this is going to be a long pull".

The Senator did not criticize Mr Trump's attack on the Canadian Prime Minister following the G-7 meeting, but he did say that "our number one asset is our ally base".

The head of U.S. Southern Command says what keeps him up at night are transnational threat networks operating in South America and the Caribbean, and the increasing efforts of Russia, China and Iran to compete for influence in the region.
Drug smuggling is a front burner issue for Admiral Kurt Tidd, Commander of Southcomm, and a number of terrorist groups operate in the region, including raising funds through smuggling and other crime for their activities elsewhere.
Southcom must also respond to natural emergencies, like the volcano eruption in Guatemala, from which six badly burned children were airlifted recently by the U.S. military to a hospital in Texas.
Then there are the effects of an incompetant and imploding regime in Venezuela: hunger and despair.  Admiral Kurt Tidd says at least a million Venezuelans are now refugees in neighboring Colombia alone.
The good news is that many friendly nations in the region are more militarily capable than many in this country realize and are ready and able to support mutual goals. In particular, the Admiral told reporters at a Defense Writers Group breakfast that Colombia, Brazil, Uruguay and Chile have strong military assets and good training.
Russia is aggressively seeking military hardware sales in Latin America, Tidd says, and a number of traditional allies of the U.S. are interested because the equipment is offered at low prices. The Russians have had success recently selling additional tanks to Nicaragua and fighter aircraft to Venezuela.
"That is high performance jet aircraft for a country that cannot feed its people or provide decent medical care", said Tidd of the Venezuelan purchase.
"You have to wonder".

Facing a "national crisis" in the form of a shortage of qualified pilots, the U.S. Air Force is experimenting with a variety of ways to speed up training and to improve retention,  according to Lt General Steven Kwast, who leads efforts to recruit and train personnel, but he says the longer term solution may involve video games.

The Air Force is working with contractors on a series of video games it hopes to put online later this summer. It will be able to track the abilities of players, and contact those who show the right attributes to perhaps, one day, be a fighter pilot. Kwast stressed that the Air Force will not know the names of those playing the video games.

 

"If there's a 15-year-old kid out there that is just on fire, intellectually and cognitively, to be a fighter pilot, let's say, I have no right to know who they are," he said, "I'll probably send a message to that IP address saying 'Go tell your mom and dad that you are special, and I will offer you a $100,000 signing bonus" said Kwast, "but we go through the parents, of course."

 

The idea is reminiscent of the movies like "The Last Starfighter" and "Ender's Game" in which young people who score well on flight simulator video games are recruited to fly spaceships and save the universe. Science fiction writers have often been ahead of their time, predicting how a new technology could change our lives, says Kwast. This may just be another example of fiction predicting what will become fact.

 
 

Kwast spoke at a Defense Writers Group breakfast discussion, that also covered issues related to training for women, training accidents and how many personnel it should take to run a surveillance drone, as unmanned aircraft technology continues to become more capable and effective.  The group is part of the Project for Media and National Security at the George Washington University's School of Media and Public Affairs.

A wide ranging May 15 Defense Writers Group conversation with Air Force General Ellen Pawlikowski, one of the highest ranking women in the military, produced reports on everything from the changing size and type of military satellites to the down-to-earth matter of cheaply replacing broken door handles on aging aircraft.

Pawlikowski, the four-star head of the Air Force Materiel Command said space is turning rapidly into a contested battleground, and that is prompting “fundamental change” in how systems are designed and developed. They are becoming smaller and more numerous.

“A satellite communications system can’t just provide great communications. It has to be able to withstand an attack", she said. At the same time, the cost of launching satellites into orbit is falling. “Those two things are driving a change in the way we architect our space. The size of satellites will change. The mobility of satellites will change".The current generation of military satellites are too big, and too tempting a target for potential adversaries, Pawlikowski said.

The general said the use of 3-D printing to produce part for a door handle that has been breaking on aircraft, recently helped keep the aging C-5 fleet aloft. Using a conventional approach to find a supplier who could make the part would have taken a year and run about $1,300 per handle. Instead, Pawlikowski said the Air Force came up with a way to print the handles for $700, and did it in a matter of weeks.
